Individual taxes (income, trust funds recovery penalties, etc.) are also included. You cannot settle taxes that have been already assessed. The United States considers income tax due on the due date. If the return is not filed by the due date, the assessment is made on the day that the return is received. The due date for income taxes in the United States is April 15.
